City Services is responsible for the Council’s front line services including, waste, cleansing, highways, transport, grounds, parks, cemeteries, customer services and infrastructure. In the waste area, the recycling targets set by the Welsh Government, which have made of Wales the third best household waste recycler in the world, are our main driver, and with the newly published ‘Beyond Recycling’ Strategy and focus on green recovery after the covid pandemic, this is an exciting time to join the Waste and Cleansing Services team to provide maternity cover for one of 4 team managers.

About the job

As the Recycling Manager you will lead on managing and developing all the recycling activities and services for NCC . This includes operational management of Household Waste Recycling Centres, and overseeing all material recycling related contracts for the Council, working closely with the Procurement team and a range of contractors, partners and suppliers.

You will contribute to the implementation of our waste and recycling strategy, and other key initiatives such as reviewing the waste services and processes on an ongoing basis and making recommendations for improvement or development.

You will also lead on the implementation of wider council projects and initiatives and support external stakeholders and partners to develop the circular economy in Newport.

You will report directly to the Waste and Cleansing Service Manager and will work closely with and provide support as needed to other managers across the City Services, as part of the service area Wider Management Team.

About the person

Enthusiastic and confident, you should have a relevant technical qualification or equivalent experience and have the ability to lead and motivate a diverse workforce and to quickly react and adapt to changing circumstances. You should have experience managing waste services and high value contracts and proven success of leading and project managing service delivery improvements.

You are open-minded and business focused, with an organised and analytical approach to your work – and you are used to maintaining attention to detail while working to tight deadlines. You are self-motivated and have excellent communication and interpersonal skills and appreciate the importance of customer care. You have strong financial management skills and a creative approach to problem solving with excellent IT and data analysis/management skills.
